This will allow more youth to spend time where they feel safe while engaging in exciting and motivating pro-social and educational projects. WebMission. The mission of the Howard Area Community Center is to assist low-income individuals and families in and near Rogers Park to stabilize their lives and develop the skills necessary to become productive community members. Our programs offer emergency intervention, help families stabilize, and encourage developmental growth.
